Jammie Royall, town manager, spoke with an engineering firm to list the job and is negotiating a price.
An easement issue between an out-of-state property owner and the town caused a delay.
Town attorney W. Carroll Turner said the owner wants an “eyes-on” look before she signs the easement. Turner said she should be in town within the next two weeks.
The town’s board of commissioners hope a contractor will be hired and start the project sometime this month.
The three-phase job is funded by Powell Aid money and involves work along South Church, Franklin, Nelson, Hillsboro and Center streets.
